After Houston Intercontinental openned a new runway (8L26R) in November of 2003, many homeowners near the airport were horrified by the noise and pollution and began talking about what they could do to combat this noise.  A small steering committe began organizing homeowner meetings and contacting elected officials.  Very quickly many concerned homeowners joined the CHARGE and we're still growing fast.
